Authorization flows OR + AND

Now we support either no order (e.e. 1/2 approvals needed) or fixed order (first approver 1 then approver 2).

With OR/AND rules we can combine these two, to support for example:

1. Finance team checks (1/3 approvers needed; A B or C)

2. And line manager approves
